In the event of damage, theft or loss of the registration certificate part II (vehicle registration document), a new replacement document can be issued by the Landesbetrieb Verkehr (LBV).

In the event of damage, theft or loss of the registration certificate part II (vehicle registration document), a new replacement document can be issued by the Landesbetrieb Verkehr (LBV).
The replacement document can only be applied for at the LBV if the vehicle is registered or licensed in Hamburg.
For vehicles not registered in Hamburg, the LBV can only issue replacement documents for re-registration to Hamburg. This requires a clearance certificate from the original registration authority.
Please note that the transfer can only be completed four weeks after the application. This is a legally required process at the Federal Motor Transport Authority (KBA).
If your document is so badly damaged that it can no longer be clearly identified, you may be required to provide an affidavit.
If the document was stolen, a theft report must also be submitted.

In the event of damage to the registration certificate part II (vehicle registration document), no separate appointment for collection is necessary, as your documents will be handed over directly.
Please make sure that the document is not deposited with a bank or other financial institution for a leasing or financing agreement before requesting a replacement! The cost of a replacement will not be refunded if the document is later found.
As a rule, a declaration under oath will have to be requested (for a fee).

Booking an appointment for submitting an application
An appointment at the LBV is required to submit the application. You can easily make an appointment online by booking an appointment. To do this, proceed as follows:
1. Visit the website for booking an appointment (see link below) and select the service “Application for new vehicle documents after theft or loss ” under the service group “Registration, private customers”.
2. Use the location selection to display appointments at a specific location.
3. After selecting the location, use the calendar displayed to select a free appointment (date and time).
4. Now enter your name and email address for booking.
5. You will receive an email. Please confirm the appointment.
Please be sure to bring the appointment confirmation that you will receive afterwards with you to the appointment.

Booking appointment for pickup
An appointment must also be booked to collect the document. Proceed as described above, but in the second step select the service "Collecting the Registration Certificate Part II". The appointment can also be arranged when submitting the application.
Please make sure to bring the appointment confirmation that you receive after booking with you when you pick up your order.
If all the necessary documents are available, a new registration certificate Part II including Part I will be issued immediately in the event of damage. In the event of theft or loss, a new registration certificate can only be issued after a period of at least four weeks. The LBV will inform you as soon as the issue can take place.
Issuing a replacement document in the event of damage costs 32.00 EUR. If necessary, the costs for the acceptance of an insurance on oath may be added instead of EUR 31.30. The exact amount can only be determined on site using the complete documentation. The basis for the fee level is the fee schedule for measures in road traffic (GebOSt).
