Motor vehicle letter or registration certificate Part II, replacement in the event of damage, theft or loss

If the registration certificate part II (vehicle registration document) is damaged, stolen or lost, a new replacement document can be issued by the State Office for Transport (LBV).

Detailed description

In the event of damage, theft or loss of the registration certificate part II (vehicle registration document), a new replacement document can be issued by the Landesbetrieb Verkehr (LBV).

 

Information

Prerequisites

The replacement document can only be applied for at the LBV if the vehicle is registered or licensed in Hamburg.
For vehicles not registered in Hamburg, the LBV can only issue replacement documents for re-registration to Hamburg. This requires a clearance certificate from the original registration authority.
Please note that the transfer can only be completed four weeks after the application. This is a legally required process at the Federal Motor Transport Authority (KBA).
If your document is so badly damaged that it can no longer be clearly identified, you may be required to provide an affidavit.
If the document was stolen, a theft report must also be submitted.

Documents required

The following documents must be available to apply:

  • a valid identity card or an electronic residence permit (eAT) or passport with current confirmation of registration
  • a declaration of consent from all legal guardians in the case of persons who are not fully legally competent
  • proof of a valid general inspection (HU) (not necessary for new vehicles that are not older than 3 years)
  • vehicle registration document (registration certificate part I)
  • if applicable, the damaged registration certificate Part II (vehicle registration document)
  • if necessary, the police report of the theft
  • the appointment confirmation
  • Certificate of inheritance if the vehicle owner has died

Additionally in case of purchase:

  • the original purchase contract (the purchase contract must confirm the handover of the registration certificate part II by the previous registered owner)
  • the registration certificate part I (vehicle registration document) with a valid general inspection (HU), if the vehicle is still registered.

additionally in case of loss:

  • the declaration under oath

In case of loss, if the holder did not lose the document himself:

  • an affidavit of the loser
  • a declaration of transfer from the holder confirming that the document was handed over to the loser before the loss
  • Power of attorney for application / issuance (see additional documents under Authorized Representative) in original

In case of theft, if the owner was not himself robbed:

  • a declaration of transfer from the holder confirming that the document was handed over to the person who was stolen from

If an authorized representative submits the application on your behalf, in addition:

  • the legibly completed power of attorney in the original with the legible color copy of the principal's ID card. Note: The color copy must be marked "COPY".
  • the authorized representative's ID card in the original

Companies or associations must also submit the following documents:

  • a company/association certificate (for example, an extract from the commercial register or an extract from the association register)

if an authorized representative submits the application on behalf of the company or association:

  • The legibly completed power of attorney in the original with the legible color copy of the authorized representative's ID card according to the company/association's identification. Note: The color copy must be marked "COPY".
  • the authorized representative's ID card in the original

Please bring the following documents with you for collection:

  • a valid identity card or passport with current confirmation of registration
  • the registration certificate Part I (vehicle registration document) with a valid general inspection (HU), if the vehicle is still registered
  • the appointment confirmation

If an authorized representative submits the application on your behalf, in addition:

  • the legibly completed power of attorney in the original with the legible color copy of the ID card of the person granting the power of attorney. Note: The ID card copy must be marked "COPY".
  • the authorized representative's ID card in the original
  • the appointment confirmation

Companies or associations must also submit the following documents:

  • a company/association certificate (for example, an extract from the commercial register or an extract from the association register)

if an authorized representative submits the application on behalf of the company or association:

  • the legibly completed power of attorney in the original with the legible color copy of the ID of the authorized person according to the company/association's proof of eligibility. Note: The ID copy must be marked "COPY".
  • the authorized representative's ID card in the original

In the event of damage to the registration certificate part II (vehicle registration document), no separate appointment for collection is necessary, as your documents will be handed over directly.

Please note

Please make sure that the document is not deposited with a bank or other financial institution for a leasing or financing agreement before requesting a replacement! The cost of a replacement will not be refunded if the document is later found.

As a rule, a declaration under oath will have to be requested (for a fee).
The following options are available:
They appear in person:

  • The declaration will be taken from you personally at the LBV

In case of authorization:

  • a declaration made and signed by the vehicle owner (must meet the legal requirements for an affidavit)
    The authorized representative cannot declare the loss under oath on behalf of the vehicle owner.

Booking an appointment for submitting an application 
An appointment at the LBV is required to submit the application. You can easily make an appointment online by booking an appointment. To do this, proceed as follows:
1. Visit the website for booking an appointment (see link below) and select the service “Application for new vehicle documents after theft or loss ” under the service group “Registration, private customers”.
2. Use the location selection to display appointments at a specific location.
3. After selecting the location, use the calendar displayed to select a free appointment (date and time).
4. Now enter your name and email address for booking.
5. You will receive an email. Please confirm the appointment.

Please be sure to bring the appointment confirmation that you will receive afterwards with you to the appointment.
 
If you need new vehicle documents because the documents are damaged, please book the appointment " Loss of vehicle documents".

Booking appointment for pickup 
An appointment must also be booked to collect the document. Proceed as described above, but in the second step select the service "Collecting the Registration Certificate Part II". The appointment can also be arranged when submitting the application.

Please make sure to bring the appointment confirmation that you receive after booking with you when you pick up your order.

Processing time

If all the necessary documents are available, a new registration certificate Part II including Part I will be issued immediately in the event of damage. In the event of theft or loss, a new registration certificate can only be issued after a period of at least four weeks. The LBV will inform you as soon as the issue can take place.

Fees

Issuing a replacement document in the event of damage costs 32.00 EUR. If necessary, the costs for the acceptance of an insurance on oath may be added instead of EUR 31.30. The exact amount can only be determined on site using the complete documentation. The basis for the fee level is the fee schedule for measures in road traffic (GebOSt).
