Prerequisites

• German citizenship according to Article 116 of the Basic Law
• It is no longer possible to issue an Express Pass in time.
• Registered in Hamburg with an apartment.
  If you are registered in Hamburg with a secondary residence, the approval of the passport authority at the place of your main residence is required for the issuance of the passport. This will be obtained from Hamburg Service.

Documents required

• current passport photo, which must meet the photo requirements for electronic identity cards.
  • Starting May 1, 2025, you must submit your passport photo electronically. You can have the photo taken on-site or bring a QR code, which the photo studio will provide you with when the photo is taken.
  • The requirements for the passport photo can be found in the photo sample table (see link 鈥淔ederal Ministry of the Interior and Homeland - Photo sample table鈥�, at the bottom of this page under 鈥淔orms, Service & Links鈥�).
  • A photo booth (speed capture terminal) is available. The fee for an on-site photo is 鈧�6.00. You will not receive a print. Please note that the photo booth is not suitable for taking passport photos of infants and small children.

  • Birth certificate or child ID card
  • Consent form and identification document of the legal guardian
  • If there is only one parent/guardian, proof of custody is also required
  • In the case of permanently separated parents, only the parent with whom the child is registered as having sole residence or main residence may apply for the provisional passport
• If necessary, for example if the spelling of the name is unclear, a civil status certificate (birth/marriage certificate) is required

Please note

• Please contact us in advance by telephone.
  A provisional machine-readable passport will only be issued to you if there is not enough time to issue an express passport (production time max. 72 hours) and this can no longer be issued in good time before the first use.
• A visa-free entry into the USA is not possible with the provisional passport!
• An extension of the period of validity is not possible.
• It is not possible to change the name in the provisional passport afterwards.
• The loss of a provisional passport must be reported immediately.
• Only biometric passports with fingerprints are issued. All previous passports remain valid.
• Expired passports will be confiscated.

Procedure

• You make an appointment in advance at a Hamburg service location of your choice.
• You must appear in person to apply for a passport.
• The application is filled out on site with the processor.
• All you have to do is sign.
  The personal visit is necessary because of the handwritten signature on the application form and the identity check. The identity can be proven by an official photo ID. This is usually the identity card or the previous passport.
• Your passport can be picked up by a person authorized in writing, who must identify himself.

Processing time

• The processing time is approx. 15 minutes.
  
  The provisional passport will be issued immediately.

Fees

• The basic fee is EUR 26.00.

The basic fee doubles if you do not apply for the license at your primary residence.
