Apply for an identity card if you are under 16 years of age

Detailed description

Anyone of any age with German citizenship can apply for an identity card. This also applies to children (from birth). If you are under 16, you must be accompanied by your parents. Your parents or legal guardians will submit the application for you.

Your identity card is valid for six years and must be reapplied for after that. A temporary identity card is valid for a maximum of three months.

The identity card becomes invalid before the expiry of the registered validity period if

  • Entries become incorrect or
  • the photograph is no longer clearly suitable for identification. This can be particularly the case with ID cards for infants or very young children.

There is one exception: changing your address does not invalidate your application.
The EU logo on the front of identity cards, introduced from 2 August 2021, does not invalidate cards without this logo.

The new ID card is equipped with the electronic identity verification function. This function is automatically deactivated for children and young people up to the age of 16. Later activation (from age 16) is possible free of charge at any ID card authority at the primary residence.

You can submit the application to the identity card authority at your primary residence, which in ʱʱ the Hamburg Service - Location for Residents' Affairs.
Applications can be submitted to any other ID card authority if a valid reason is presented. A non-competence surcharge applies, which increases the issuing costs. Approval from the ID card authority at the primary residence is required for the issuance of the ID card; this approval is obtained by the respective Hamburg Service.
Starting May 1, 2025, there are new regulations regarding the required photo. From this date, you will no longer be permitted to submit paper-based photos. Instead, you will need an electronic photo. You can create this on-site or bring the QR code provided by a photographer. Further information can be found in the "Links" section.

 

Information

Prerequisites

You can get an identity card under the age of 16 if you

  • have German citizenship and
  • are registered in Germany.

For applications outside your main residence:

  • You or your legal guardian must be able to provide an important reason why you are not applying for an identity card at the identity card authority at your main residence.
  • If you are registered as having a secondary residence in Hamburg, approval from the identity card authority at your primary residence is required to issue the ID card. A non-competence surcharge will be charged upon application, which increases the costs of issuing the ID card.

Documents required

  • current passport photo, which must meet the photo requirements for electronic identity cards.
    • The requirements for the passport photo can be found in the photo sample table (see link “Federal Ministry of the Interior and Homeland - Photo sample table”, at the bottom of this page under “Forms, Service & Links”).
    • from 01.05.2025 in electronic form (can be created on site or using the photographer's QR code)
    • A photo booth (speed capture terminal) is available. The fee for an on-site photo is €6.00. You will not receive a print. Please note that the photo booth is not suitable for taking passport photos of infants and small children.
  • old identity card, old passport or child's passport (valid or expired)
  • If no old identity document is available: birth certificate
  • after naturalization: the naturalization certificate, old passport or identity card
  • The presence of the legal guardian with whom the unmarried, minor child usually resides is mandatory.
  • Consent form and identification document of the non-present parent with custody
    • If there is only one parent/guardian, proof of custody is also required

Please note

There are the following hints:
An ID card cannot be extended or changed. Therefore, a new identity card is always issued.

In urgent cases, you can also apply for a temporary identity card (valid for a maximum of 3 months) at the same time. This will be given to you immediately.

People without a permanent address or the homeless should contact Hamburg Service - Hamburg-Mitte.

Deadlines

When you turn 16 at the latest, you must apply for an identity card. Exception: You have a valid passport document.

Procedure

Your parents or legal guardians must apply for the identity card personally and together with you at Hamburg Service:

  • You can make an appointment online or by phone.
  • For children and young people under the age of 16, both parents must submit the application jointly if they have joint custody. A parent with custody may be represented by the other parent with custody by proxy.
  • The presence of the legal guardian with whom the unmarried, minor child usually resides is mandatory.
  • The children and young people for whom the application is being made must also appear in person, as the authority will verify their identity. They must also sign if they are 10 years old or older at the time of application.
  • Children aged 6 and over will have their fingerprints taken for storage in the document.
  • When you submit your application, you will receive a letter (PIN letter) containing a so-called transport PIN as well as important information about the online ID function.
  • You confirm receipt of the unopened PIN letter.
  • You pay the fees.
  • Your Hamburg Service will inform you when you can collect your identity card when you apply.
  • The identity card is produced centrally by Bundesdruckerei GmbH in Berlin.
  • You can schedule a pickup appointment online. You'll find out what options your Hamburg service offers when you apply for your ID card.

The application usually takes about 15 minutes


The processing time is usually about 3 - 4 weeks.

Fees


  • EUR 22.80

  • EUR 10.00 for the provisional identity card

  • EUR 13.00 surcharge when applying outside of working hours or at non-competent authorities

  • EUR 30.00 surcharge for issue by consular or diplomatic representation abroad

Fee reductions or waivers are available for those in need. An application must be made. Hamburg Service decides on the application.

Regardless of where you live in Hamburg, you can use this service at any Hamburg Service location for resident matters.

If you would like to apply for an ID card, passport or children's passport, you can use an existing self-recording terminal (Speed Capture Terminal) to capture the necessary biometric data (photo, signature, fingerprints). Please allow a few minutes more time before your appointment to collect your data. In this case, there is no need to bring a photo.
